Chicago police review board reforms pass

Ald. Robert Fioretti, 2nd, pushed through a police review board reform plan.

The City Council today approved a plan to shed more light on the largely secretive work of the city's police discipline review board.

When the plan takes effect in 90 days, the individual votes of the nine-member Police Board will have to be posted online. The board also will have to list the rationale behind its decisions and reasons members voted against rulings.

The board now posts only the case outcome and a one-sentence description of each alleged infraction.

A similar plan was first proposed two years ago by Ald. Robert Fioretti, 2nd, but went nowhere. The one that passed today had the backing of Mayor Rahm Emanuel, who has talked about the importance of government openness.

Emanuel already had reduced the annual pay of police board members to $12,000 from $15,000. The mayor also cut the board president?s pay to $15,000 from $25,000. Fioretti tried to cut the stipends by at least two-thirds.

Fioretti also sought to have the board elect its president, but the Emanuel administration would not agree to that change, the alderman said, calling the measure ?a first step.?

Before he was an alderman, Fioretti was a city attorney and later represented police officers accused of misconduct in civil lawsuits.

The proposed ordinance also would limit Police Board members to serving 10 years. Emanuel already has reappointed board President Demetrius Carney, an attorney and registered City Hall lobbyist who has been on the board for more than 15 years. Carney would have to quit when his current term expires in August 2014. Future presidents would be limited to two consecutive 2-year terms.

Another change: missing three or more meetings in a given year could lead to dismissal for neglect of duty.
